Critical Issues – Open Enrollment

California school districts have already experienced the disruption caused by two lists of schools in one year that are required to notify their parents of the “open enrollment” option. It is expected that the California Legislature will revisit this issue in 2011. In this section, we will follow those developments, as well as include resources related to the law as it currently is implemented.

Open Enrollment Act – Senate Bill 4 (January 7, 2010)
The purpose of this article is to improve pupil achievement, in accordance with the regulations and guidelines for the federal Race to the Top Fund, authorized under the federal American Recovery and Reinvestment Act of 2009 (Public Law 111-5), and to enhance parental choice in education by providing additional options to pupils to enroll in public schools throughout the state without regard to the residence of their parents.
